A chaotic start to the introduction of the Ultra Low Emission Zone in Putney is feared due to emergency roadworks taking place right on the border of the zone.
Work on a water main being undertaken by Thames Water has required Upper Richmond Road to be closed in both directions near the junction with Burston Road.
The problems with the water supply have reportedly resulted in flooding in the basements of some of the shops on Upper Richmond Road.
At this stage the work is predicted to take over three weeks so will coincide with the start of charging for certain types of vehicles crossing north of the Upper Richmond Road.
Fears have been expressed by local residents that diverted traffic will become entangled with motorists circling back because they were unaware of start of the restrictions on Monday (25 October).
A recent survey showed that around half of London drivers were unaware that the air quality measure was about to begin.
